Background

The attached report provides an overview of two issues linked to pavement cafes permitted until the end of September 2022 under Covid 19 legislation (Business and Planning Act 2020 and amended regulations).

It does not consider the future of pavement cafes after September 2022 (when planning permission may be required again) and focuses on the licensing process established as a temporary measure under the Business and Planning Act only. 

The two issues discussed in the attached report are:

·        Pavement café licence enforcement approach; and

·        Improving city centre accessibility, where this has been reduced due to pavement cafes.

Comments/Observations:

Decision:  Director of Environment, Transport and Planning considered the attached report and agreed to support the following recommendations.

 

 

 

·        Agreed the enforcement approach to be adopted under the Business and Planning Act as outlined.

·        Approval for the work to be commissioned and funded from the Local Transport Plan budget as outlined.
