Background The attached report provides an overview of two issues linked to pavement cafes permitted until the end of September 2022 under Covid 19 legislation (Business and Planning Act 2020 and amended regulations). It does not consider the future of pavement cafes after September 2022 (when planning permission may be required again) and focuses on the licensing process established as a temporary measure under the Business and Planning Act only. The two issues discussed in the attached report are: · Pavement café licence enforcement approach; and · Improving city centre accessibility, where this has been reduced due to pavement cafes. |
